Alliance and Immigrant Children's Program (ICP) Enrollees Special Information

 

Alliance and Immigrant Children’s Program (ICP) Enrollees: On October 1, 2025, you will no longer have Wellpoint DC or any managed care plan for your coverage. If you still have coverage under the Alliance program, Department of Healthcare Finance (DHCF) will act as your managed care plan. To make sure that you don’t miss any information, look for mail from DHCF and log into your account at District Direct for notices. Am I eligible?

 

To qualify for the DC Healthy Families Program, DC Healthcare Alliance Program, or Immigrant Children’s Program, you must have limited income. The information on this page will help you determine if you’re eligible for these programs.

 

 

DC Healthcare Alliance Program

 

 

You may be eligible for DC Healthcare Alliance Program if you:

  • Are age 21 or older
  • Live in the District of Columbia
  • Do not have health insurance
  • Are not eligible for Medicaid or Medicare; and
  • Meet certain income requirements.

Other restrictions may apply. Visit a Department of Human Services (DHS) service center to talk with someone in person about your eligibility or to enroll with Wellpoint DC. Find a DHS service center near you.

How do I enroll in a DC Medicaid program?

 

 

DC Healthcare Alliance Program

 

 

1. See if you’re eligible today – complete the application.

  • Download the application.
  • Fill out a paper copy of the application.
  • Complete a face-to-face interview at a Department of Human Services (DHS) service center near you. Find a service center.
  • Bring this information to the interview:
    • Your application
    • Supporting documents, including:
      • Proof that you live in the District of Columbia
      • Proof of any income or assets
      • Your Social Security card (if you have one)
      • Your green card (if you have one)

 

2. After you’re approved:

  • Check your mail for an approval packet with the name of your health plan.
  • If you’re not assigned to Wellpoint DC but would like to be, you can switch plans. There are two ways to switch:
